Just because they're born disadvantaged genetically doesn't mean they will be that way forever (as in dumb people can change their ways and dedicate themselves to doing shit and perform better than genetically fortunate people), and doesn't mean we shouldn't try to foster their learning to help them as best we can. Sure it will be harder than those with the better genes but not even trying to give them a shot seems massively cunty.
